When a Medicare Funding Warning is issued, it draws attention to Medicare's financial situation, or so the policymakers hope. The aim of the provision is to prompt the president and Congress to take action, whether to revise benefits, adjust controls on costs, or some of both. However, no spending reductions or changes immediately or necessarily follow. Congress has to take action in light of the warning — with the president’s agreement — and that may or may not occur. The distinction between warnings and actions required by statute is important to note.
