What Is a Health Insurance Exchange?

Health insurance exchanges are a part of the Affordable Care Act (ACA) signed by President Obama in 2009. Exchanges are being set up in each state to work as a marketplace for consumers to shop for a menu of health insurance options. The Obama administration, in conjunction with the National Association of Insurance Commissioners (NAIC), has been working to establish basic standards on the kind of information and services that will be offered to the public.

Starting in 2014, these exchanges will mainly serve individuals and small businesses with up to 100 employees. States are expected to set up the exchanges, but the federal government will step in if a state either fails to do so or decides against forming its own exchange.
