What Happens Under the Affordable Care Act (ACA) to Early Retirees — People Who Are Not Working but Are Too Young to Qualify for Medicare Because They Are Under Age 65?

Many firms are dropping their health insurance coverage for early retirees. By 2014, the system of state exchanges would provide a way for them to get coverage. Meanwhile, the Affordable Care Act (ACA) has been offering stop-gap coverage, with $5 billion set aside to provide subsidy payments to employers to keep their retirees covered. The program allowed employers to receive reimbursement for spending between $15,000 and $90,000 on medical claims. The special fund was to last until 2014, but is running out of money and was expected to shut down at the end of 2011. Some major employers affected were state and local government retirement systems.
