What Has Been the Evolution of House Budget Committee Chairman Paul Ryan’s Medicare Reform Plans?

Chairman Paul Ryan (R-Wis.) is associated with four plans for Medicare reform:

  • In his first budget proposal, the Roadmap for America's Future Act of 2008, Ryan called for creating a market of private insurers to compete for beneficiaries who reach eligibility age starting in 2019, which left Americans 55 and older unaffected by the policy. The bill, which had eight co-sponsors, was referred to committee, never to return.

  • Ryan releases the Roadmap for America's Future Act of 2010, a tweaked version of his 2008 proposal. This proposal establishes a premium support system for beneficiaries aging into Medicare beginning in 2021. It would begin increasing the Medicare eligibility age starting in Jan. 21, 2021.

  • In November 2010, Ryan released a new proposal, referred to as the Rivlin-Ryan plan, which is based on the reforms put forth by the Bipartisan Policy Center’s Debt Reduction Task Force, co-chaired by Alice Rivlin, Ph.D.

  • In April 2011, as chairman of the House Budget Committee, Ryan released the GOP-endorsed plan, a budget proposal titled “The Path to Prosperity: Restoring America's Promise,” which would eliminate traditional Medicare in order to reduce the federal budget deficit. 

  • In December 2011, Ryan released a bipartisan plan with U.S. Sen. Ron Wyden (D-Ore.) that includes a “premium support” option for beneficiaries, in addition to traditional Medicare.

  • In March 2012, as chairman of the House Budget Committee, Ryan released the GOP-endorsed fiscal 2013 budget proposal. The plan mirrored the Wyden-Ryan plan, proposing a premium support system while maintaining traditional Medicare as an option.
