What Happens if the Hospital Insurance (HI) Trust Fund, Which Finances Part A Services, Becomes Insolvent?

There are currently no statutory provisions in the Social Security Act to govern what would happen if Medicare were unable to pay its bills. Insolvency is defined, however, as not being able to pay 100 percent of costs. If 2024 forecast projections were to become a reality, revenues associated with the Hospital Insurance (HI) Trust Fund, which covers Part A expenses, would be enough to cover 90 percent of the program's projected costs.
