What Is the Medicare Funding Warning?

The Medicare Funding Warning is technically called for if the Medicare Trustees determine that for two consecutive years "excess general revenue funding" has taken place. It is an effort to constrain the amount of general revenues that finance Medicare and is thought to be a cost-control device. Note that these are announcements of warning, not policies to do anything in particular.
