How Does the Affordable Care Act (ACA) Help Those Who Cannot Get Insurance Before the Guaranteed Issue Provision Takes Effect in 2014?

The government has established a special program - Pre-Existing Condition Insurance Plan (PCIP) -  for people who have been turned down by insurance companies and want to buy individual coverage. PCIP is run by either states or the federal government (for states that have chosen not to take on the role of running this program) and covers people who have been without health coverage for at least six months and either have a pre-existing condition or have been denied insurance because of a pre-existing condition.  


The Affordable Care Act (ACA) used $5 billion to create the PCIP until 2014, when insurers will be forbidden to have exclusions for people with pre-existing conditions. In February 2013, the federally-run PCIP suspended acceptance of new enrollees until further notice. Enrollment in state-run PCIPs was suspended in March 2013. This is to ensure that funds are available through 2013 to continuously cover those already enrolled. More than 100,000 are currently enrolled.
