Pennsylvania Health Care Cost Containment Council

The Pennsylvania Health Care Cost Containment Council is an independent state agency that collects quality and cost data from health facilities, including hospitals and nursing homes, and issues public reports that often amount to report cards. Pennsylvania Department of Health — Bureau of Facility Licensure and Certification

The Bureau of Facility Licensure and Certification licenses and verifies compliance with state and federal health and safety standards in supervised health care facilities as mandated by law, including hospitals, nursing homes, home health/hospice agencies, certain primary care providers, ambulatory surgical facilities and intermediate care facilities for people with developmental disabilities. The Division of Nursing Care Facilities is responsible for the licensing and oversight of Pennsylvania's nursing care facilities. As of Dec. 31, 2010, there were 714 facilities with a total bed capacity of more than 88,000. The department conducts approximately 5,000 inspections per year. Pennsylvania Department of Aging — Pennsylvania Council on Aging

The Pennsylvania Council on Aging (PCoA) acts as an advisor to the governor and the Department of Aging on the planning, coordination and delivery of services to older people. Pennsylvania Department of Aging - Long-Term Care Ombudsman

The long-term care ombudsman advocates for residents of nursing homes and assisted living facilities. The office resolves complaints and educates seniors and long-term care providers about their rights and good care practices. The ombudsman also provides information to the public on nursing homes and other long-term care facilities and services, residents' rights, and legislative and policy issues. In 1978, an amendment to the federal Older Americans Act required every state to have an ombudsman program that addresses complaints and advocates for improvements in the long-term care system. Pennsylvania Association of Area Agencies on Aging
